Jul 25, 2011 · Its not a glitch. After restoring law to Primm, wait 3 in-game days, enter the Vikki & Vance Casino. The NCR deserters will show up. Either fight them, or convince them to leave. Exit the casino and wait another 3 in-game days. Re-enter the casino and it will be functional.
Head to the town of Primm and successfully complete the “My Kind Of Town” quest so they get a new sheriff for the town. Once you complete that quest, you’ll have to wait a few game days for the Vikki and Vance Casino to open again in Primm. At first I though it was due to the "New Bison Hotel" mod since it adds a new NPC in the V&V, but when I de-activated it I still kept getting the crash. I have NOTHING else changing the casino in any way.
